Bicycle, failure to stop, stop sign 22450A Cailfornia Santa Clara Co?

My wife received a ticket for failing to stop at a stop sign on her bicycle in Santa Clara County, California. The PDF for the county bail schedule says this is a $25 bail. Yet, the Courtesy Notice says it's $244. What gives? Anyone know? Nothing on the county court web site says anything about added fees, or breaks down the number in any way. Oh, and 'traffic school' is a mere $283 (even though the cop said it would not go on her record in terms of insurance points).
